TPCH will begin accepting project applications on or before August 12, 2022.  

All project applications are due no later than 12:00pm (noon) Arizona time on September 19, 2022. 

The Tucson Pima Collaboration to End Homelessness administers the HUD Continuum of Care Program in Pima County, Arizona.

About the Funding Opportunity

The United States Department of Housing and Urban Development (HUD) issued a Supplemental Continuum of Care (CoC) Notice of Funding Opportunity to address unsheltered and rural homelessness on June 22, 2022.  In its Notice of Funding Opportunity, HUD identified the Continuums of Care eligible to apply for funding under each of the Unsheltered and Rural homelessness categories.  The Tucson/Pima County Continuum of Care is not eligible to apply for funds under the Rural homelessness category. Therefore, all information contained in this guidance is related to the Unsheltered homelessness category.  Rural and Tribal organizations are encouraged to apply through the Unsheltered homelessness category

The Tucson Pima Collaboration to End Homelessness (TPCH) is designated by HUD as the AZ-501 Tucson/Pima County Continuum of Care and is responsible for preparing the CoC’s application for HUD CoC funds. Consistent with HUD requirements, TPCH is administering the local competition for applications for funding under this program.  Through this special NOFO, HUD will award funding to communities to implement coordinated approaches -- grounded in Housing First and public health principles -- to reduce the prevalence of unsheltered homelessness, and improve services, health outcomes, and housing stability among unsheltered individuals and families with severe service needs. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.

Eligible Applicants

The Eligible project applicants for this Special NOFO are found at 24 CFR 578.15 and include nonprofit organizations, states, local governments, instrumentalities of state and local governments, Indian Tribes and TDHEs (as defined in section 4 of the Native American Housing and Self-Determination Act of 1996 (25 U.S.C. 4103). Public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. For-profit entities are ineligible to apply for grants or to be subrecipients of grant funds.

Available Funds

TPCH is eligible to apply for $7,802,581 through the Unsheltered Homelessness funding competition.  This funding represents a 36-month performance period anticipated to begin on May 1, 2023.

The TPCH Continuum of Care Board has determined that the following project types will be considered for funding through this supplemental funding opportunity: Continuum of Care Planning (3%), HMIS (3%), Supportive Services Only – Street Outreach (20%), Supportive Services Only – Standalone (Housing Navigation) (10%), and Permanent Supportive Housing (64%).

Pre-Proposal Conference (New Date and Time!)

All interested and potential applicants are strongly encouraged to attend the pre-proposal conference scheduled for September 6, 2022 from 1pm-2:30pm Arizona time. The pre-proposal conference will be held virtually using Zoom software.

Apply for Funding

The application for funding under this competition includes two separate applications which must be submitted:

Federal Application: The Federal application is submitted in HUD's E-SNAPS system available at https://www.hudexchange.info/programs/e-snaps/.

Applicants unfamiliar with E-SNAPS are strongly encouraged to review the E-SNAPS resources provided on the E-SNAPS website and in the FY22 TPCH Supplemental NOFO Competition Overview, Instructions, and Process document.

Local Application: The local application is submitted in ZoomGrants and used by TPCH to select projects for recommendation to HUD.  The local application can be accessed at https://www.zoomgrants.com/zgf/TPCH_Unsheltered_Supplemental_NOFO_2022

Appeals to Project Ranking Recommendations

TPCH will accept appeals to project ranking recommendations to the extent that such appeals are permitted within the Appeal procedures described in the TPCH FY 2022 Supplemental CoC NOFO Competition, Overview, and Instructions for Tucson/Pima County.  

Eligible appeals will be accepted between October 4 and October 10, 2022.  Appeals must be submitted online using the web-based appeal form at https://forms.office.com/g/cBbS8jVdr1

 

Appeals received outside of the timeframe, for issues not explicitly defined as eligible, or submitted outside of the time window defined above will not be accepted nor reviewed.

 

FY 2022 COC SUPPLEMENTAL UNSHELTERED NOFO ACTIVITIES (UPDATED AS COMPETITION PROGRESSES)

August 10, 2022: TPCH CoC Board approved funding competition materials and documents for release. 

August 11, 2022: TPCH opened funding competition with release of TPCH FY 2022 CoC Supplemental Unsheltered NOFO Overview, Instructions, and Process and release of the local project application. 

September 6, 2022: Pre-proposal conference recording and slide deck added to the funding competition web page.
