Fiscal Year 2023 CoC Notice of Funding Opportunity

The Tucson Pima Collaboration to End Homelessness administers the HUD Continuum of Care Program for Tucson/Pima County, Arizona.  This page contains information regarding the Fiscal Year 2023 competition for Continuum of Care Program and Youth Homelessness Demonstration Project funds through the AZ-501 Tucson/Pima County Continuum of Care.

About the Funding Opportunity

The U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for Fiscal Year 2023 on July 5, 2023 and released the federal project application on July 28, 2023.  TPCH local competition documents and deadlines are posted and explained in detail below. Click here to sign up to receive TPCH email alerts.

Consistent with HUD requirements, TPCH is administering the local competition for applications for funding under this program.

Competition Activities Completed To Date

February 23, 2023 – City of Tucson submitted the FY 2023 CoC Program Registration on behalf of the AZ-501 Continuum of Care (TPCH).

July 6, 2023 – City of Tucson submitted the FY 2023 CoC Program Grant Inventory Worksheet on behalf of the AZ-501 Continuum of Care (TPCH).

July 7, 2023 – City of Tucson sent the FY 2023 CoC Program Intent to Renew to all Continuum of Care projects currently receiving funds.

July 14, 2023 – All Continuum of Care projects currently receiving funds submitted FY 2023 CoC Program Intent to Renew forms.

August 1, 2023 – TPCH Local Application and FY 2023 TPCH Continuum of Care Program Notice of Funding Opportunity Overview, Instructions, and Process for Tucson/Pima County released.

August 9, 2023 – YHDP Project Pre-Proposal Conference held and recorded for viewing on demand.

August 11, 2023 – Renewal Project Pre-Proposal Conference held and recorded for viewing on demand.

August 11, 2023 – TPCH Local Application and FY 2023 TPCH Continuum of Care Program Notice of Funding Opportunity Overview, Instructions, and Process for Tucson/Pima County revised to include additional information on eligible costs and minor corrections.

August 14, 2023 – New Project Pre-Proposal Conference held and recorded for viewing on demand.

August 16, 2023 – Preliminary Renewal Project Performance Scorecard released for community review. 

August 24, 2023 – Corrected Preliminary Renewal Project Performance Scorecard released for community review.

August 25, 2023 – Local applications received for FY 2023 TPCH Local Application.   

September 1, 2023 – Threshold Review of local applications conducted, applications forwarded to independent review panels for independent review. 

September 5-7th, 2023 – Independent review panels conducted to produce Preliminary Priority List and Tier Placement for FY 2023 HUD Continuum of Care Program Competition. 

September 8, 2023 - Preliminary Priority List and Tier Placement for FY 2023 HUD Continuum of Care Program Competition released for community review. 

September 18-19, 2023 - Community Input Sessions to contribute to CoC Consolidated application. 

September 25, 2023 - Final Priority List and Tier Placement for FY 2023 HUD Continuum of Care Program Competition released for community review. 

Eligible Applicants

Eligible project applicants for this NOFO are found at 24 CFR 578.15 and include nonprofit organizations, states, local governments, instrumentalities of state and local governments, Indian Tribes and TDHEs (as defined in section 4 of the Native American Housing and Self-Determination Act of 1996 (25 U.S.C. 4103). Public housing agencies, as such term is defined in 24 CFR 5.100 are eligible without limitation or exclusion. For-profit entities are ineligible to apply for grants or to be subrecipients of grant funds.

Available Funds

TPCH is eligible to apply for up to in Continuum of Care and Youth Homelessness Demonstration Project funds through the FY 2023 CoC Program Funding Competition. This includes:

Youth Homelessness Demonstration Project Renewal and Replacement: $2,119,140

CoC Renewal and Reallocation Funds: $11,644,810

CoC Bonus: $815,137

DV Bonus: $805,847

CoC Planning: $582,241

ESNAPS Renewal Project Application:  Projects must complete and submit the HUD Renewal Project Application including all required standard forms, certifications, and attachments. The HUD Renewal Project Application is submitted online using HUD’s web-based E-SNAPS platform and is available at https://esnaps.hud.gov/grantium/frontOffice.jsf

Applicants unfamiliar with E-SNAPS are strongly encouraged to review the resources provided on the E-SNAPS website and in the FY23 TPCH NOFO Competition Overview, Instructions, and Process for Tucson/Pima County (provided in the library below)

TPCH Application Supplement: Project applicants must complete and submit the TPCH Application Supplement on or before the application deadline. 

The TPCH Application Supplement includes mandatory attachments and the questionnaire which includes information that will be evaluated by the CoC Independent Review Panel and CoC Board to inform funding decisions as outlined in the Evaluation Criteria contained in the FY 2023 TPCH NOFO Competition Overview, Instructions, and Process for Tucson/Pima County, available in the document library at the bottom of this webpage.

Renewal Project Scorecard: All renewal projects are competitively evaluated based on the project’s contributions to improved system performance during the period of July 1, 2022-June 30, 2023. The renewal project scorecard will be prepared by the HMIS Lead as described in the FY 2023 TPCH NOFO Competition Overview, Instructions, and Process for Tucson/Pima County, available in the document library at the bottom of this webpage.

Appeals to Project Ranking Recommendations

TPCH will accept appeals to project ranking recommendations to the extent that such appeals are permitted within the appeal procedures described in the TPCH FY 2023 CoC NOFO Competition, Overview, and Instructions for Tucson/Pima County.

Eligible appeals will be accepted between September 11, 2023 and September 18, 2023. Appeals must be submitted online using the web-based appeal form at https://forms.office.com/g/1gRDtHHWtB.

Appeals received outside of the timeframe, for issues not explicitly defined as eligible, or submitted outside of the time window defined above will not be accepted or reviewed.

Community Input Sessions 

TPCH will be holding a series of Community Input Sessions during which community stakeholders will provide input to improve this year's community application for the FY 2023 Annual Notice of Funding Opportunity.  Each session will include a review of draft application sections and the opportunity to suggest improvements to our community’s funding application.

TPCH members and community partners are strongly encouraged to attend all community input sessions related to your individual and organizational expertise and role.
