About the Funding Opportunity
On June 1, 2026, HUD released the FY2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). Nationally the FY26 funding cycle has made $4,010,000,000 available for new and renewal projects.
The TPCH Continuum of Care Board, Lived Experience Council, and Collaborative Applicant have created the FY2026 Funding Overview, Instructions, and Process for Tucson/Pima County, linked below in the documents library. This document outlines the local process for agencies to apply for CoC funding.

Before You Apply
To prepare for this year's local competition, prospective applicants should familiarize themselves with the FY2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO from HUD. The local process document serves as additional information, but is not a replacement for understanding the federal guidance and priorities.
Also, ensure that you have access to the e-SNAPS portal where the federal application will be submitted. If you do not have access, and need to learn more, you can create a user profile, and learn more by reviewing resources provided by HUD. Supportive services are an integral part of CoC project operations and budgets. We recommend leveraging other partners and funding sources to achieve a high level of supportive service offerings. IMPORTANT NOTE REGARDING TRANSITIONAL HOUSING AND RENTAL ASSISTANCE
The FY26 Continuum of Care funding opportunity prohibits Transitional Housing projects administering rental assistance to do so on their own behalf and instead requires that these activities be conducted by an eligible public entity. Furthermore, federal regulations prohibit organizations which use rental assistance funds in properties owned by the recipient, its subrecipients, or subsidiary/related entities from conducting rent reasonableness determinations and HQS/NSPIRE inspections on those units.
To support applicants to which these requirements apply, as well as other applicants which may desire capacity support related to these activities, the City of Tucson Housing and Community Development Department (HCD), as administrator of the Tucson/Pima County Public Housing Authority, has offered to provide these services to Continuum of Care (CoC) applicants on a fee-for-service basis.
The City of Tucson is not the only public entity eligible to provide these services. Applicants to which these requirements apply may alternatively request that such services be provided by another eligible public entity as defined the FY 2026 Continuum of Care Notice of Funding Opportunity released by HUD on June 1, 2026.
HCD Service Offer
At the request of the applicant organization, HCD is available to enter into fee-for-service agreements with eligible CoC recipients or subrecipients that require the following services:
These services are intended to support CoC applicants in meeting applicable HUD requirements and may be included in project planning and budgeting. HCD can also provide a general commitment letter that may be included with CoC funding applications. The commitment letter is not a contract, but documents HCD’s commitment to enter into a fee-for-service agreement with funded recipients or subrecipients requiring these services.
Requests for these services must be emailed to jason.thorpe@tucsonaz.gov on or before July 10, 2026 to ensure adequate time for commitment execution prior to the July 15 project application deadline.
