About the Funding Opportunity
The U.S. Department of Housing and Urban Development (HUD) released the FY 2024-2025 HUD Continuum of Care Program Annual Funding Competition & Non-Competitive Renewal of Youth Homelessness Demonstration Projects on July 31, 2024.
The TPCH Continuum of Care Board, Lived Experience Council, and Collaborative Applicant have created the FY2024-2025 Competition Overview, Instructions, and Process for Tucson/Pima County, linked below in the documents library.

Community Notice Regarding Deadline Extension of FY 2024-2025 HUD Continuum of Care Program Annual Funding Competition & Non-Competitive Renewal of Youth Homelessness Demonstration Projects
Multiple applicants preparing submissions for the FY24 CoC and YHDP funding competition reported issues in esnaps which prevented complete submission of their project applications. The CoC Lead reviewed this issue and determined that it was a system issue that could not be easily resolved by applicants.
Any applicants experiencing this issue were instructed via a distribution listserv notification to email a copy of their otherwise complete esnaps application to tpch-nofo@tucsonaz.gov and indicate the specific esnaps errors encountered. The CoC Lead then assisted each applicant to resolve these errors individually.
To accommodate this challenge, the local application deadline for CoC and YHDP projects was extended to 11:59pm AZ time on September 13, 2024. Any applicants needing assistance with esnaps were instructed to email tpch-nofo@tucsonaz.gov by that time.

Appeals to Project Ranking Recommendations
TPCH will accept appeals to project ranking recommendations to the extent that such appeals are permitted within the appeal procedures described in the TPCH FY 2024-2025 CoC NOFO Competition, Overview, and Instructions for Tucson/Pima County.
Eligible appeals will be accepted between October 8, 2025 and October 15, 2024. Appeals must be submitted online using the web-based appeal form no later than 11:59pm on October 15, 2024 at https://forms.office.com/g/WuqPvNGfHs.
Appeals received outside of the timeframe, for issues not explicitly defined as eligible, or submitted outside of the time window defined above will not be accepted or reviewed.
Competition Activities Completed To Date
March 4, 2024 – City of Tucson submitted the FY 2024 CoC Program Registration on behalf of the AZ-501 Continuum of Care (TPCH).
July 9, 2024 – City of Tucson submitted the FY 2024 CoC Program Grant Inventory Worksheet on behalf of the AZ-501 Continuum of Care (TPCH).
July 30, 2024 – CoC Lead released the Intent to Renew forms for all current recipients to respond to.
July 31, 2024 – HUD released the FY 2024-2025 HUD Continuum of Care Program Annual Funding Competition & Non-Competitive Renewal of Youth Homelessness Demonstration Projects
August 6, 2024 – All currently funded CoC Projects responded to the Intent to Renew to indicate funding intentions for renewals.
August 14, 2024 - FY2024-2025 Competition Overview, Instructions, and Process for Tucson/Pima County released.

September 20, 2024 - all applications corrected and resubmitted to the Collaborative Applicant.
October 2, 2024 - all review panels conducted for creation of Preliminary Priority Listing.
October 4, 2024 - Preliminary Priority Listing and Final Project Performance Scorecard released for public viewing.
October 15, 2024 - Appeals due for preliminary priority list
October 22, 2024 - CoC Board met to hear appeals, finalize project ranking, and approve consolidated application.

Operation Deep Freeze (ODF) is Tucson's winter severe-weather emergency shelter for people experiencing homelessness. ODF goes into effect when weather predictions are for overnight temperatures of 40°F or lower with rain, 35°F or lower without rain, or when wind chill factors indicate a health hazard from exposure. You do not need an ID or a TB card to participate in ODF.
