Update 1/5/2026: The judge overseeing both the National Alliance lawsuit and the States' lawsuit against HUD's FY2025 NOFO released her written court order from the hearing last week. This order enjoins (or stops) the recission of the FY2024-2025 NOFO and also enjoins both the FY2025 NOFOs HUD had released in November and December. As a result, TPCH is postponing the local CoC funding competition. The Neighborly portal for the previous NOFOs has been closed. The latest legal action submitted to the court states that the FY2024-2025 NOFO will be re-opened January 6, 2026. If or when that is released, TPCH will update everyone through the TPCH listserv and this webpage.
Operation Deep Freeze (ODF) is Tucson's winter severe-weather emergency shelter for people experiencing homelessness. ODF goes into effect when weather predictions are for overnight temperatures of 40°F or lower with rain, 35°F or lower without rain, or when wind chill factors indicate a health hazard from exposure. You do not need an ID or a TB card to participate in ODF.
