TPCH Local Funding Competition Headquarters for the FY 2025 Continuum of Care and Youth Homeless Demonstration Program Grants NOFO

Update 12/8/25:
Earlier today, HUD withdrew the FY25 Continuum of Care NOFO indicating that it will re-release the NOFO at a future date with revisions. It is not known at this time what those revisions will be. The TPCH team is pausing all NOFO-related activities until HUD releases an amended NOFO or provides additional guidance. We encourage applicants to do the same but to be prepared to resume activity upon re-release of the revised NOFO. The grant opportunity has been removed from grants.gov as of this morning.

HUD Notice Regarding Funding Opportunity Number FR-6900-N-25 with the title “FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO”
Today, the Department withdrew a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.

About the Funding Opportunity
The U.S. Department of Housing and Urban Development (HUD) released the FY 2025 HUD Continuum of Care Program Annual Funding Competition & Non-Competitive Renewal of Youth Homelessness Demonstration Projects on November 13, 2025.
The TPCH Continuum of Care Board, Lived Experience Council, and Collaborative Applicant have created the FY2025 Competition Overview, Instructions, and Process for Tucson/Pima County, linked below in the documents library.
Consistent with HUD requirements, TPCH is administering the local competition for applications for funding under this program. Click here to sign up to receive TPCH email alerts.
This Year's Local Competition
Some changes to this year’s local competition include the following:
- Tier 1 has been reduced to 30% of Tucson/Pima Annual Renewal Demand, with Tier 2 accounting for the remaining 70% of the Annual Renewal Demand.
- Permanent Housing, meaning both Rapid Rehousing and Permanent Supportive Housing, is limited to 30% of Tucson/Pima Annual Renewal Demand.
- All applications excluding the CoC Planning Grant will be reviewed competitively, including regular CoC Renewal and Reallocation applications, along with YHDP Renewal and Replacement applications, and Renewal Applications for projects originally awarded through the Supplemental Notice of Funding Opportunity to Address Unsheltered Homelessness.
- Transitional Housing, Street Outreach, and other Supportive Services Only programs are options for new project types.

Appeals to Project Ranking Recommendations
TPCH will accept appeals to project ranking recommendations to the extent that such appeals are permitted within the appeal procedures described in the TPCH FY 2024-2025 CoC NOFO Competition, Overview, and Instructions for Tucson/Pima County.
Eligible appeals will be accepted between December 22, 2025 and December 24, 2025. Appeals must be submitted online using the web-based appeal form no later than 11:59pm on December 24, 2025 at https://forms.office.com/g/5xnbr7qDxx.
Appeals received outside of the timeframe, for issues not explicitly defined as eligible, or submitted outside of the time window defined above will not be accepted or reviewed.
